Ifremer – National consultation Starfish Mission

What is the Starfish 2030 Mission?

This mission is part of the Horizon Europe program, which has defined 5 major challenges to be solved by 2030. Each of them corresponds to a “Mission”, named after the Apollo 11 program that sent men to the Moon.
These 5 major challenges are:

  1. fighting against cancer,
  2. adapting to climate change,
  3. green cities,
  4. maintaining soil health for the benefit of food, nature, climate and citizens
  5. healthy oceans, seas, lakes and rivers.

Pascal Lamy, former European Commissioner and Chairman of the Jacques Delors Institute, is the chairman of the 5th mission. He has brought together a group of experts who have drawn up a pre-report that was published in June 2020. This report is built around five objectives – like the 5 arms of a starfish -, broken down into 17 priorities ranging from the creation of protected areas to stronger European involvement in global ocean governance, but also the end of overfishing, the development of marine and hydro energies, the fight against plastic pollution… In all, this report estimates the total to be invested over the 2021-2027 period at 500 billion euros, almost 70 billion per year.

The need to consult European citizens.

Before passing it to the European Commission in December 2020, Pascal Lamy wanted to gather the views of Europe’s citizens. Two citizen consultations were held in June 2020 in Ireland and Romania. A group of northern countries (Denmark, Estonia, Finland, Norway, Poland and Sweden), Italy and Portugal have also taken up the subject.

And in France: consult quickly!
In France, in October 2020, this consultation was entrusted to Ifremer, which then turned to Chances Conseil.
A major constraint: the consultation had to be completed and submitted by early December. This means that the work entrusted to Chances Conseil were to be completed within 2 months!

Chances Conseil’s proposal: Play the partnership card to the maximum

To make the results comparable with those obtained in other countries, Chances Conseil has chosen to repeat some of the questions asked by these.
To obtain a significant response rate – in a period still marked by the ban on gatherings due to the Covid 19 pandemic – Chances Conseil mobilized all its networks: scientific, institutional, associative, trade unions…
To raise awareness of this consultation, Chances Conseil recommended setting up a media partnership with Ouest France, France’s biggest-selling daily newspaper.
A website with an online questionnaire has been created, enabling web users to complete the questionnaire and ensuring the visibility of all the partners.

Realization

In 20 days, this collaborative mobilization produced the best response rate of any Starfish 2030 consultation in Europe: 6,600 responses between November 7th and November 27th.
The responses were analyzed in conjunction with Scenarii, specialists in opinion surveys.
On December 3rd, an event organized and hosted by Chances Conseil presented the results of the study!
